Immigrant Children and Youth

Definition:

Title III definition of ‘immigrant children and youth’ means students who:

  • Are aged 3 through 21
  •  Were not born in any one of the 50 United States; and
  • Have not been attending one or more schools in any of the 50 United States for more than 3 full academic years;
  •  The term “State” means one of the 50 United States, the District of Columbia, and the Commonwealth of Puerto Rico

Guidelines:

  • Student can be identified in one of the following ways:
    • The Home Language Survey
      • Send a copy to ALS
    • If a student is enrolling for the first time (or their first enrollment is within the last three years) and they have a birth certificate indicating they were born outside of the United States.
      • Send a copy of the Home Language Survey with a note indicating the date of enrollment and the country of birth.
